很多工厂会问：”Primark 认可的第三方审核公司是哪几家？”——答案是：Primark 不公开这份名单。
一句话结论
Primark 在自己的所有公开英文一手文件中，只使用集体表述（”approved third party audit companies”、”carefully selected third party auditors”、”a third-party on our behalf”），从未点名任何一家审核机构。它没有像 Disney（5家）、SCAN（6家）、ESCP（5家）那样公布”批准的审核公司”清单。
一、Primark 官方原文怎么说（历年表述）
Primark 关于”谁来审核”的表述，十几年来一直是”不点名”的：

可以看到，2025年版把”approved/carefully selected”这类措辞也去掉了，只保留”由 Primark 或代表我们的第三方执行”。
二、为确认这一点，核查了哪些文件？
为防止遗漏，我们对以下 Primark / ABF 公开文件做了全文检索（关键词包括：LRQA、Elevate、Bureau Veritas、Intertek、QIMA、Arche、SGS、TÜV、SCSA、APSCA、Sedex、SMETA、SA8000、”approved audit”、”third-party audit”、”accredited”等）：

结论
这份名单属于 Primark 刻意不公开的信息。工厂通常是通过供应商门户/onboarding 流程被告知由哪家机构执行审核，而不是从公开渠道查询。
三、⚠️ 最容易踩的坑：别把”申诉热线伙伴”当成”审核公司”
Primark 文件中确实出现了一些第三方公司名，但它们不是审核公司。这是引用时最容易出错的地方：
（1）工人申诉热线的合作方（出现在《现代奴隶制声明》2021–2025年）：

关键区分
工厂最常误以为”LRQA 是 Primark 的审核公司”，因为 LRQA 频繁出现在 Primark 文件里。LRQA 在 Primark 文件中出现的位置是申诉热线合作方，与”被授权执行 Primark 社会责任审核”是两回事。当然，这不排除某家机构同时具备两种身份——但 Primark 从未公开确认过这一点。
四、一个有价值的技术细节：Primark 借鉴了 SA8000 与 SMETA 的方法
虽然不接受第三方报告互认，但 Primark 借用了两个标准的技术方法：
审核员资质（2021、2023年声明原文）：
“Our own auditors are trained to SA8000 standards and conduct our audits…”
工人访谈抽样（2021、2023年声明原文）：
“We follow Sedex Members Ethical Trade Audit (SMETA) best practice guidance on the sample number of workers interviewed.”
脚注指向：SMETA 6.1 Best Practice Guidance
通知方式（2023年声明脚注原文）：
“All Primark audits are unannounced. Audit conducted by ILO Better Work are semi-announced, which means a supplier is given a window of time when the audit will be conducted.”
怎么理解这三条
- “审核员按 SA8000 标准培训” ≠ “接受 SA8000 证书”；
- “访谈抽样遵循 SMETA 最佳实践指南” ≠ “接受 SMETA 报告”；
- 这些说明 Primark 的方法论与国际主流标准对齐，但判定标准仍然是 Primark 自己的《供应商行为准则》。
这也是 2023年版之后（含2025年版）不再提 SA8000/SMETA 表述的原因之一——措辞逐步收敛为”用我们自己的准则”。
五、第三方机构的单方宣传（不要当作官方名单）
搜索”Primark audit”时，会出现一些机构宣称可以提供”Primark 审核/认证”服务，例如：
- Eurocert（土耳其）
- Ekol Belgelendirme（土耳其）
- SAICERT 等咨询类网站
这些均为商业机构的单方宣传，文中没有引用、也没有提供任何 Primark 官方的”批准名单”。Primark 官方渠道从未背书这些机构。
六、工厂实操建议
- 不要自行选机构：Primark 的审核由 Primark 自己或它选定的第三方执行，费用由 Primark 承担，工厂通常不需要（也不应该）自己去找审核公司；
- 通过正规渠道确认：如需知道具体由哪家机构审，问你的 Primark 采购/供应商对接人，或查看供应商门户的 onboarding 资料；
- 看到”Primark 指定审核机构”之类的宣传，先要求对方出示 Primark 书面授权；
- 注意申诉渠道的独立性：即使审核是 Primark 做的，工人仍可通过 Tell Us 和各国独立热线反映问题（详见《Primark验厂工人申诉机制》）。
